1. Policy background
According to the "Notice of the Municipal Government General Office on the Preparation of Regional Planning Space Planning for Key Special Plans during the "14th Five-Year Plan"" 》 (Chengbanfa [2020] No. 95) requirements, in accordance with relevant national and provincial special plans and the "Chengdu City's Fourteenth Five-Year Plan for National Economic and Social Development and the Outline of Long-term Goals for 2035", the Municipal Economic and Information Technology The Bureau drafted and completed the "Chengdu's "14th Five-Year Plan" Energy Development Plan (hereinafter referred to as the "Plan").
2. Main content
The "Plan" mainly includes five parts:

During the "Thirteenth Five-Year Plan" period, Chengdu vigorously promoted the construction of energy infrastructure, accelerated the adjustment of energy consumption structure, continued to improve energy efficiency in key areas, and continuously strengthened its energy supply security capabilities, providing strong support for the city's economic and social development. The city's total energy consumption increased from 41.601 million tons of standard coal at the end of the "12th Five-Year Plan" to 51.847 million tons of standard coal at the end of the "13th Five-Year Plan", with an average annual growth rate of 3.8%.
(2) Facing situation and demand forecast. The "Plan" focuses on the analysis and judgment that the city's future energy development will mainly face the situation of accelerated low-carbonization process, accelerated pace of energy technology innovation, and higher energy security requirements. The "Plan" focuses on the energy needs of the initially completed park city demonstration area that implements new development concepts, adheres to the principle of energy development appropriately ahead of economic development, comprehensively considers the impact of industrial structure upgrades, population growth, energy conservation and emission reduction goals and other factors, and refers to advanced cities According to the changing history of energy demand, it is estimated that by the end of the "14th Five-Year Plan", the city's energy demand will be approximately 62 million tons of standard coal.
(3) Overall idea. The "Plan" clarifies the development ideas of using innovation and development as the driving force, strengthening the support capacity as the starting point, accelerating the construction of new power systems, continuing to promote clean energy substitution, optimizing the energy consumption structure, and fully improving energy utilization efficiency. It also proposed total control goals, consumption structure goals, energy security, energy conservation goals, infrastructure construction and other development goals.
(4) Key tasks
1. Accelerate the construction of a new power system with green energy as the main body. This mainly includes broadening green and low-carbon power supply channels, accelerating the construction of a strong smart grid, and improving the power system regulation capabilities.Three aspects.
2. Improve the oil and gas infrastructure system. It mainly includes three aspects: improving the natural gas infrastructure system, optimizing the refined oil supply network, and promoting the construction of integrated energy stations.
3. Further expand clean energy consumption. It mainly includes four aspects: continuing to promote the substitution of electric energy, orderly implementation of natural gas utilization, accelerating the development of hydrogen energy applications, and promoting pilot demonstrations of renewable energy.
4. Continuously improve energy efficiency. It mainly includes four aspects: strengthening industrial energy conservation, continuing to promote building energy conservation, further promoting transportation energy conservation, and advocating green and low-carbon energy use methods.
5. Cultivate new energy technologies and new business formats. It mainly includes three aspects: enhancing energy science and technology innovation capabilities, strengthening clean energy supporting industries and application industries, and actively cultivating the energy Internet.
6. Improve the level of energy service management. It mainly includes three aspects: optimizing the energy business environment, strengthening energy emergency management, and strengthening energy industry supervision.
7. Deepen the reform of systems and mechanisms. It mainly includes three aspects: actively promoting the reform of the electric power system, exploring and promoting the reform of the oil and gas system, and deepening the reform of the investment and financing system.
