On August 22, four departments including the Ministry of Industry and Information Technology jointly issued the "Implementation Plan for the New Industry Standardization Pilot Project (2023-2035)" (hereinafter referred to as the "Implementation Plan"). The "Implementation Plan" mainly focuses on the standardization work of emerging industries and future industries, clarifies the development direction of key standards for eight emerging industries such as ships and offshore engineering equipment, and details the key points of standard development in the form of columns.
The "Implementation Plan" proposes to comprehensively promote the construction of emerging industry standard systems. Focus on the high-tech ship field and develop key ship types overall design, final assembly and construction standards,key components and system standards , andGreen Management Standards. Focusing on the marine engineering equipment field, developing overall design, final assembly and construction, key system standards, and developing submersible standards.

High-tech ships
Develop overall design, final assembly and construction standards for key ship types such as large cruise ships, green smart ships, polar ships, LNG ships, carbon dioxide carriers, and electric ships. Develop standards for marine diesel engines and key components, low-carbon/zero-carbon fuel engines, fuel supply systems, pod thrusters, new deck machinery, medium and high-voltage electrical equipment, etc. Develop standards for ship energy efficiency management, marine product energy consumption limits, carbon intensity calculations, and carbon emission accounting.
Marine engineering equipment
Develop deep-sea oil and gas development equipment, offshore wind power equipment, deep-sea mining equipment, and natural gas hydrate drills Overall design, final assembly and construction standards for new marine engineering equipment such as mining vessels, deep-sea aquaculture equipment, large-scale artificial floating islands, and offshore hydrogen energy equipment. Develop key system standards for new offshore engineering equipment such as dynamic positioning systems, single-point mooring devices, platform lifting devices, and underwater systems. Develop standards for submersible design, construction, testing and verification, and operation assurance.
The "Implementation Plan" also proposes to developdeep sea floating wind power development and operationstandards; to developintegrated offshore wind power projects Design and imitationTrue and large-capacity offshore wind turbine generator test and inspection standards ; Develop high-performance marine steel and other engineering structural material standards; Develop standards for comprehensive utilization of waste marine engineering equipment; formulate and revise Control standards for restricted substances in shipping and other industries.
The "Implementation Plan" proposes safeguard measures in five aspects. First, strengthen organizational leadership and coordinate and promote the implementation of various tasks. The second is to increase resource investment and promote national science and technology plan projects and major industrialization projects to increase support for standard research.
